Author Biographies

Carmela Gargiulo, Department of Civil, Building and Enviromental Engineering, University of Naples Federico II

Full professor of Urban Planning Techniques at the University of Naples Federico II. Since 1987 she has been involved in studies on the management of urban and territorial transformations. Since 2004, she has been Member of the Researcher Doctorate in Hydraulic, Transport and Territorial Systems Engineering of the University of Naples “Federico II”. Her research interests focus on the processes of urban requalification, on relationships between urban transformations and mobility, and on the estate exploitation produced by urban transformations. On these issues she has coordinated many research groups as scientific manager of operational units or as principal investigator of competitive projects. As scientific manager of the Dicea-University of Naples Federico II operative unit: “Impacts of mobility policies on urban transformability, environment and real estate market” from 2011 to 2013, as part of the PRIN project; Cariplo Foundation project “MOBILAGE. Mobility and aging: support networks for daily life and welfare at the neighborhood level "2018-2020; ERASMUS + Key Action2: Project "Development of a Master Program in the Management of Industrial Entrepreneurship for Transition Countries" (MIETC), with European and Asian partners 2020-2022. As Principal Investigator of the Smart Energy Master Project for territorial energy management funded by PON 04A2_00120 R&C Axis II, from 2012 to 2015. Author of over 150 publications.

Degree in Transport Engineering at the Polytechnic of Milan obtained in 1980; 1989-1995 Contract
Professor in the Area of Engineering, University of Brescia; since 1995 Assistant Professor in the Area of
Engineering, University of Brescia; since 2001 Associate Professor of Transport Engineering in the
Engineering Area, University of Brescia (ICAR 05). From 2011 to 2014 Full Professor of Urban Planning and
Techniques (ICAR 20). Since 2014 to Full Professor of Transport (ICAR 05). Since 2017 to 2021 Professor of
Urban Mobility at the University of Parma.
Since 1992 member of SIDT (Italian society of Transport Engineering Professors) and since 1998 member of
the SIIV (Italian Society of Road Infrastructures).
Since 1998 member of the Scientific Committee CeSCAm, a research centre for citizen-friendly cities
(Centro Studi Città Amica) and since 2019 Director of CeScaM (Centro Studi Città Amica per la sicurezza
nella Mobilità).
Since 1998 member of the AIIT (Italian Association for Traffic and Transport Engineering) and from 2010 to
2014 national President.
Since 2004 Deputy Rector as Mobility Manager of the University of Brescia.
From 2006 to 2016 and since 2017 member of Administrative Committee of publishing house La Scuola
s.p.a. in Brescia.
Since 2007 member of CIFI (Italian Railway Engineers Association).
From 2012 member of Public Register of Experts Industrial Research of Ministry of Education, Universities
and Research.
From 2013 to 2016 member of Administrative Committee of publishing house Metrobrescia s.r.l.
Since 2018 Editor of European Transport/Trasporti Europei an international journal (Wos and Scopus).
Since 2020 Editor in Chief of Brixia University Press.
Scientific responsible for various conventions of national and international research activities concerning
safety and mobility in the town cooperating with public companies and local administrations. He author/co-
author of many international and national conference papers and papers.

Michela Tiboni, Department of Civil, Environmental, Architectural Engineering and Mathematics (DICATAM), University of Brescia

Civil Engineer, Full Professor of Town and Regional Planning, Ph.D. in Town planning technique at the Polytechnic of Milan (2000), her main fields of research are Land-use dynamics and environmental hazards, Evaluation of plan previews for a safe and sustainable town, Urban policies and techniques towards a safer town. Since 2013 she is urban planning councilor of the City of Brescia.

Maurizio Tira, Department of Civil, Environmental, Architectural Engineering and Mathematics (DICATAM), University of Brescia

Maurizio Tira, Environmental Engineer, is Full Professor of Town and Regional Planning, member of the Academy of Sciences of Bologna Institute and the Academy of Sciences, Letters and Arts of Brescia. He is President of the National Society of Urban Planners, former president of the National Centre for Urban Studies and emeritus president of the Association Italian Local Agenda 21. He was member of the Technical Structure of the Italian Ministry of Transport and Infrastructures from 2017 to 2018 and he is now member of the Commission for the reform of National urban planning legislation, at the Italian Ministry for sustainable infrastructure and mobility. Expert member of the European Transport Safety Council, he worked as an expert for the OECD and coordinated the COST Action “Land management for urban dynamics”, as well as several other research units in EU funded projects about mobility and urban planning, road safety, land use planning in hazardous areas. Author of about 270 publications, he has been invited lecturer to a broad number of conferences in Italy and abroad. Commander of the Order of Merit of the Italian Republic, from December 2020, Paul Harris Prize, in 2017, he is Rector of the University of Brescia (Italy) as for November 1 st , 2016 and member of the Board of the Italian Rectors’ Conference, delegate for international affairs.
