Digitalisation process and sustainable development of vulnerable territories. Assessment of equity potentials of major Mediterranean Islands

Abstract

The "Path to the Digital Decade" features the digital transformation goals that the member states of the European Union must reach by 2030. It also highlights the need to align the digital strategy with the 17 Sustainable Development Goals (SDGs) by use of relevant indicators for assessing progress in each single SDG. The Digital Economy and Society Index (DESI), published in 2022, demonstrates how new advances in the digitalisation process have filled several gaps in digital skills and infrastructures; while the DESI Country Profiles witness the lower levels of digital performance of insular territories, compared to the states’ mainland. This paper explores the way digitalisation progress might improve islands’ sustainability performance and equity concerns in the EU. Relevant achievements are assessed by the proposed Index of Islands’ Potential Equity (IIPE), i.e. a composite index, combining an Islands’ Sustainability Index (IIS) for grasping socio-economic and environmental aspects; and an Islands’ Digitalisation Index (IDI), for identifying the level of public/private digital transformation. The results obtained through the IIPE index demonstrate how powerful the strategies of island governments in digitalisation progress can prove in achieving SDGs and rendering island contexts less vulnerable and more competitive in the European scenery.

Chiara Garau, Associate Professor, Dep. of Civil and Environmental Engineering and Architecture (DICAAR), University of Cagliari, via Marengo 2, 09123 Cagliari, Italy

Chiara Garau is an Associate Professor  in Urban and Regional Planning  at the DICAAR of the University of Cagliari, Italy. She is graduated in Architectural Engineering (2003) and in Communication Science (2013). Since then, she has actively continued post graduate research, holding a II level University Master Degree in Business Intelligence (December 2005), and a PhD in Land Engineering and Urban Planning (January 2008). She was a scientific and technical adviser to Observatory Smart Cities of Rome (2013-2014) and she held several postdoctoral fellowships at the University of Cagliari. She was Principal investigator of several international projects, among which Governing the smart city: a governance-centred approach to smart urbanism “GHOST” (2015-2019) supported by the MIUR (Italian Ministry of Education, Universities and Research) and financed with the SIR (Scientific Independence of young Researchers) programme (Total amount founded: 398,511 euros). Her main research interests are focused on issues of the Scientific Disciplinary Sector of Urban and Regional Planning, particularly on smart cities; participatory processes; cultural heritage; urban governance and urban policies. A referee of several international scientific journals, she is author of over one hundred publications, including monographs, conference proceedings, articles in books, national and international journals.

Giulia Desogus,  is a Research Fellow in Urban and Regional Planning at the University of Cagliari (DICAAR).  Her research interests are focused on Territorial Planning and its tangible consequences in society, Cohesion Policy and Island Territorial Co-operation. She graduated in Architecture (Turin, 2014) after a research period in Tokyo (Japan, 2014). Subsequently, she worked in Mumbai (India, 2014) in the Dharavi slum for Sameep Padora & Associates and URBZ Studios. Also, in India she studied at the Sinhgad College of Architecture in Pune and she attended the Summer School in Auroville. Since then, she has continued research, holding a Master in Strategic Environmental Management – SEM (Padova, Italy 2017), two Research Fellowship at the DICAAR, University of Cagliari (2016, 2017) and PhD in Civil Engineering and Architecture (Cagliari, Italy 2017-2021). During this time, she started to focus attention on smart urbanism and she have focused her attention on the smart territorial components in a controllable dimension such island system. These analyzes were strengthened during the study and research period abroad (Trinity College, Dublin, Ireland, 2019). She is author and co-author of over 30 scientific publications, including book chapters, monographs, conference proceedings, and articles in scientific journals.

Anastasia Stratigea is an Associate Professor at the National Technical University of Athens (NTUA), Department of Geography and Regional Planning. Her research interest are: Sustainable Development, Urban and Regional Planning and Policy, Spatial Planning, Participatory Planning, Smart Cities and Communities, e-Planning, Foresight Methodologies, Evaluation in Spatial Planning, ICT and Urban/Regional Development, ICT & Rural Development, Cultural/Tourism Planning. She has a Diploma in Surveying Engineering from AUTH (Aristotelian University of Thessaloniki) and a PhD from National Technical University of Athens, (1996). Her Ph.D. focus is on “Networks and Regional Development “. She has participated in a number of EU Projects (mainly in DG VII and DG XIII) as well as National Projects on Transportation Planning, Trans-European Networks, Regional Development, Information Technologies, Teleworking, Tourism, Virtual Organizatio.
