Un concorso di progettazione come occasione di rigenerazione: il waterfront di Fregene

The article aims to present a reflection on  the ability which has a local government to be able to regenerate a part of the city through a design competition. To do this we take as a case study of Fregene (formerly elected as a case study during a research on the development of new urban coastal centers), for which it was organized in 2006  a design competition with object the redevelopment of the waterfront.
What it was considered important to carry out in this study is an attempt to update the new instances of urban regeneration that occurred: in fact, due to the recent urban transformations and the pressing economic crisis (combined with reduced physical of  a large part of  the beach) the framework to meet the needs of today is more complex.

Therefore, we addressed to a study of the state of the town , arriving at the objectives related to the transformation hypothesis, desirable, starting from the promenade, center for the function  and important for the relationship that allows us to establish the natural character of the coastal environment.
We did, therefore, a comparison between the objectives spelled out in the notice of the administration in 2006 and those that currently appear focal for an integrated development of Fregene, to try to understand how we could rework the announcement today, in the light of the new order came to take shape.

The rethinking of the waterfront, in addition to being the topic still actual, could be integrated with new instances identified, useful to a designer who is faced with the complexity of the topic. In addition, the reflection wants to focus on how the instrument of competition may be useful to carry out a survey of the possible hypotheses of transformation, and how it can be supported by other procedural elements, needed to achieve  the objectives of  urban  regeneration.

L’articolo si propone di esporre una riflessione in merito alla capacità che possiede un’amministrazione locale di poter rigenerare una parte di città attraverso una procedura concorsuale. Per fare questo si assume come caso studio la località di Fregene, (già eletta come caso studio in occasione di una ricerca sullo sviluppo urbano dei centri costieri recenti), per la quale è stato organizzato, nel 2006, un concorso di progettazione  con ad oggetto la riqualificazione del lungomare .

  Quello che si è ritenuto importante effettuare in questo studio è il tentativo di aggiornare le nuove istanze di rigenerazione urbana sopraggiunte: infatti a causa delle recenti trasformazioni urbane e l’incalzare della crisi economica (unita al ridursi fisico di una parte consistente dell’arenile) il quadro delle esigenze da soddisfare risulta oggi più complesso.

Pertanto si è affrontato uno studio dello stato di fatto della località, pervenendo a degli obiettivi legati ad ipotesi di trasformazione auspicabili a partire dall’area del lungomare, nevralgica per la funzione che assolve e importante per la relazione che consente di istaurare con il carattere naturale costiero.

È stata quindi effettuata una comparazione tra gli obiettivi dell’amministrazione esplicitati nel bando del 2006 e quelli che attualmente sembrerebbero focali per uno sviluppo integrato di  Fregene, per provare a capire come oggi si potrebbe rielaborare il bando, alla luce del  nuovo assetto  venuto a delinearsi.

 Il ripensamento del lungomare, infatti, oltre ad essere tema ancora attuale, potrebbe essere integrato con le nuove istanze riscontrate, elementi utili ad un progettista che si trova di fronte alla complessità del tema. Inoltre la riflessione vuole vertere su come lo strumento del concorso possa essere utile per effettuare una ricognizione delle possibili ipotesi di trasformazione e su come possa essere coadiuvato da altri elementi procedurali utili al raggiungimento degli obiettivi di rigenerazione urbana.
