Coastline and metropolitan planning of Naples

Abstract

The Metropolitan City of Naples will come into force in early 2015, according to the Law 56 of April 7, 2014 and this will require a metropolitan plan.
The metropolitan plan will necessarily take into account port areas, with reference to their operating aspect, for the relation with the productive areas spread on the provincial and regional territory (ASI areas, dry ports, shopping centres and office districts, etc.), and as regards their historical-urban aspect, for the development of cultural activities, leisure and tourism.
The programming and the current city plans concerning Naples metropolitan area outline an urban development that, in spite of intentions of general and integrated vision, comes to the planning of a transformation by parts, often unfinished.
The Master Plan operates within the municipal border and refers to local implementation plans, generally disregarded or unrealized. Naples PTCP (for the provincial coordination), never approved, outlines a weak vision for the metropolitan area and will probably inspire the next metropolitan plan. Major Projects, funded by FESR 2007-2013, offer significant opportunities for the development of the operating port and for housing regeneration in East Naples area, but they are still partial approaches.
In conclusion we suggest some priority themes for the metropolitan plan of Naples.
