The economic and pandemic crises between State and Regions: confirmation of a re-centralisation of competences
Abstract
The article addresses the relationship between State and Regions during the economic and the pandemic crises. The effects of the economic crisis are observed through the perspective offered by constitutional jurisprudence. In particular, the article examines the judgments on financial coordination and deficit recovery agreements in health matters. It is underlined how the economic crisis has produced different effects on the territory, contributing to increasing the rift between North and South. The economic crisis, in fact, has had unequal effects in Italy, as shown by a plurality of indicators, such as regional GDP, the ability to emerge from the crisis, and the health deficit recovery plans. In this scenario, the pandemic crisis is analysed through the role attributed to the Regions. Once the space left to the Regions has been reconstructed, for legal and political reasons, the article focuses on the competitive, at times antagonistic, effects, which ended up affecting the balance of the system
