Abstract

The article analyzes the new conditionalities of the Next Generation EU (NGEU) and their present and potential effects on the democratic dynamics of states, particularly within the Italian legal framework. It not only examines the impact of the National Recovery and Resilience Plan on the balance of governing bodies but also explores its potential to establish democratic participation on new social foundations, thanks to the inclusion of measurable policy objectives. The article raises questions about the role of the Dispositivo di Ripresa e Resilienza (DRR) in creating new participatory spaces and its ability to safeguard democratic self-determination
