Abstract

The Hispanic Monarchy conceived of Buenos Aires as a military "presidio" and tried to equip the city with defensive devices. But the local council read the urban framework in another way, and exercised its control over urban planning and public spaces for circulation and concentration. Both conceptions were able to harmonize with each other and accompany the growth of the city.
